If you are thinking of putting strobes/LEDs etc on your vehicle, stick to Amber (aka Yellow/Orange). Red and Blue are obviously off limits and white has all sorts of conditions as to when they can be used, which direction etc etc (ie: only forward facing and not activated when headlights are on)

no, I do not wonder at all ...

it's just that some people are quite impatient and it seems they aren't prepared (in all senses of the word) to take an alternative route if there's going to be a substantial delay

....otherwise, altogether a sad and unpleasant matter for all concerned (incl police & services)

I have lost count the number of people i have seen who just stand next to there, broken cars, yesterday on the M1, broken down car, on the right hard shoulder, 2 girls sat behind it on the floor, one inside, how FS, is that, pure stupidity....

You can not legally display red/white/blue or red/blue or red or blue strobes without being affiliated with an emergency service in a public area on road. It is against the law so be carefull. These lights and combinations are reserved for emergency services and vehicles. Also if possible try and park your vehicle in a defensive position eg at a slight angle to the vehicle or scene you are attending so if oncoming traffic does hit it it sends the parked vehicle off or onto the road rather than into the car or scene. It should be positioned facing oncoming traffic.
