Looks like a Tu 16 Tirfor. The handle was extendable and bent just before the shear pins let go. Don't use pipe as a replacement. The handle locked into the lever on the side and rotated locking it in place.
I had one in 1972 on the trip to the Cape with a cruiser 3 speed.
Check the cable end without the hook has not become frayed and ends with a taper to go thru the winch, otherwise have it remade by a wire specialist.
The cable goes onto its own metal spool for tidyness.
They are also used to lift large concrete blocks for ski tows to tension the tow line and were released from tension overnight, where they were promptly stolen.
Using one on a constant basis is a good way to learn how not to get bogged.

I checked the cable after I unpacked the winch & it is in as new condition & still on the spool.
