Gripset is another one, but it is a fairly thin mix. Getting it to stay in the holes long enough to dry could be tricky.

Definitely do it from inside. Most hardware stores will have what you need.
Try the cement sand lime boncrete. Its easy to get and sticks like baby **** to a blanket;) Remember the tank will be very heavy once done, Best set it down first.

I havent done a tank repair for years as I use concrete tanks but I remember my father used to patch them with a product called Petroseal. You find a bit of corrugation the same shape as the tank, cut a small patch out of it, put the Petroseal in between and drill some holes and bolt it together using tank bolts (sandwiching the Petroseal in between. I am nearly 60 and havent died of poisoning yet so the Petroseal cant have been toxic. I think it was produced especially for rainwater tanks. Hope this helps....Brian

Gripset is easier than cement and will last a bit longer,you need to paint it on the inside.Leave empty till very dry or you will taste the bitumen Gripset is made from.
PVC tank liners are available,try Elders or Wesfarmers or similar(Rural Merchendisers)
Price a new tank,patching only gives you a year or 2 once the scale in the tank is disturbed by moving it.

Corrugated is going to be much harder to patch.....

Check out Parchem - Parchem Construction Supplies They make wet area membranes. Emerclad Nitocote EP405 is probably the one you want, it's water-based, really easy to put on you patch over holes with some kind of synthetic cloth. Easy as. Sure I read repair water tank somewhere in the data sheets.

There are also lots of other wet area membrane paints that should do the job, but lots of them are solvent based and stink.
