In New Zealand, distillate is not taxed at the pump. A Road User Charge is levied on diesel engined vehicles which must be paid in advance. This is based on vehicle size and kilometres travelled. The penalty for non-payment is three times the amount owing. If not paid in advance and the vehicle is sold, the debt follows the vehicle to the new owner.
Can we ban all cars that do not have a roo bar, from leaving the CBD? :p

How about making it cheap enough to register and own a second vehicle that you can use the right vehicle for the purpose and not be penalised?
I am thinking that a single registration plate (and the related insurance etc to go with it) that can be transferred to the car you are currently using. This would enable the purchase of a small fuel efficient car for the city run around and the 4wd for when you need 7 seats, towing or touring. With a plate to transfer it would not be possible to use both vehicles at the same time. I am pretty sure that it would be possible to have something electronic that would pair the plate and vehicle so a fake plate could be picked up easilyl.
I have a very fuel efficient large 4wd but it still uses more fuel than something like a Honda Jazz.
But it will never happen because the government and insurance companies don't make enough money out of being sensible and their aim is to make money and retain power not to really address the issue.

For some people small cars are not comfortable or practical.
I cannot have a car were I have to bend over to seat or have to do an effort to get out of it because my spine.
If I cannot have a 4WD for my pleasure and comfort then my next will be a Ford f100
I have used my Mazda T3500 motor home as the only vehicle for more than 2 years and pick up my granddaughter from the school several times on a very narrow road and I never have an issue with that.
They already do, but the vehicle has to be 30 years old or more and only used on Club trips! Some countries like Germany (I believe it's Germany) allow you to have the same number on all cars you own. The tax and insurance are on the driver via your drivers licence. Along with this hybrid cars like the Pious should be banned from outer urban and country roads because they us more fuel than similarly sized petrol fuelled cars and significantly more than the diesels.
You almost fully got what I said f4 compare apples to apples; Johnny goes out with $70-75,000 to buy a new car/ 4x4 so you compare a disco/landcruiser (with around 50-60%diesel sales) to a hsv/fpv V8 eating fuel and tyres at a much higher rate. Then you get the real world insurance claims and stat's and they will show you that a big 4x4 is invloved in fewer prangs and the occupants are more likely to get away with fewer injuries than in AN EQUALLY PRICED ALTERNATIVE!( go to nrma or another online insurance quote and price a $55k defender/prado vs a $55k ss/xr6, a $75k disco/cruiser vs a $75k hsv gts)
As i said go Diesel (or lpg on the big petrol powered wagons)and they are as economical , then go and price the low profiles on a new HSV GTS and you will end up with a set of BFG muddie's and change!
P.s in NSW we are already charged on vehicle size in rego as part of the charge is a weight based multiple.
