In NSW a licensed motor dealer does not legally have to offer a RWC on a currently registered vehicle. Likewise the new owner does not have to get one to transfer the registration.
In the ACT - no RWC is required for vehicles under 6 years of age.

Reading between the lines........
The dealer price doesn't include a Roadworthy Certificate. If you buy it without a Roadworthy he will have to cancel the registration (and probably keep any refund) with VicRoads. At the very least he will notify VicRoads it has been sold to you and they will chase you to return the plates.
If you decide to buy it and you get it through a Roadworthy before purchase you score free rego until March 2010. The problem is that you have to pay for the Roadworthy and only then do you find it may cost $$$$'s to get a certificate.
Get the dealer to put it through a Roadworthy and as long as the cost to get it through is below a set figure (you specify) then the sale goes ahead, specify this on the Conditions of Sale.
If he isn't interested in doing this then look elsewhere because he probably already knows how much it will cost to get it through.....

That's the way I understand it - you can't transfer Vic registration without a roadworthy certificate. The only way it can be sold is if the plates are removed and surrendered ( ie the car is deregistered )
I recently sold a car interstate without roadworthy.
It goes like this :
1. seller removes the plates from the car.
2. ship the car interstate
3. seller surrenders plates to VicRoads
4. new owner re-registers the car in that State ( after of course undergoing any roadworthy checks applicable )
So I reckon if you buy it, it's gonna arrive with no plates.

I spoke again to the 'dealer' who said that because he was just a wholesaler (?) and not a dealer (difference being, I don't know!) I can get a RWC myself within 6 weeks and keep the rego. If the darn thing wasn't going for peanuts I'd run a mile. That, and the fact I've already paid a deposit. Anyway, pick it up tomorrow so we'll see what happens then. Fingers crossed...

- visit a Customer Service Centre (cash, cheque, EFTPOS, Visa or MasterCard).
