Reading between the lines........
The dealer price doesn't include a Roadworthy Certificate. If you buy it without a Roadworthy he will have to cancel the registration (and probably keep any refund) with VicRoads. At the very least he will notify VicRoads it has been sold to you and they will chase you to return the plates.
If you decide to buy it and you get it through a Roadworthy before purchase you score free rego until March 2010. The problem is that you have to pay for the Roadworthy and only then do you find it may cost $$$$'s to get a certificate.
Get the dealer to put it through a Roadworthy and as long as the cost to get it through is below a set figure (you specify) then the sale goes ahead, specify this on the Conditions of Sale.
If he isn't interested in doing this then look elsewhere because he probably already knows how much it will cost to get it through.....
