Seano is correct but the hearing brain system of our bodies will not really detect a 3 and even greater times increase in loudness at these levels. Our systems are not this senstive.

(Thinking back to 1st year physics...) I am pretty sure you get twice the intensity, and hence an increase of ~3dB. But as Garrycol mentioned, we aren't too sensitive to such a change, it would probably be a noticeable difference but not too significant.
As for which is best, I vote the train style horn Slunnie has a link to. ALTHOUGH... Ron's (101Ron) actual compressor driven air horn is probably better than the lot
