If you really can't get anything else to stick try a ultra rapid set concrete llike Emco15. Pack it into freezer bags tied off, place underwater at area to be patched and pierce. mix water in and place over area. Wear gloves as it gets hot enough to burn even underwater (voice of experience).
Denso tape would be another last resort option. Would stick via greasiness and repeal water via same but I'd rather be covered in emco than work with that stuff again.
In that case don't use emco it'll probably melt it if it doesn't set fire to it!
if youve got the tear above the water line just purchase a similar piece of plastic and then expoxy bond it, sikaflex it or if its suitable heat melt it together.
So much rain just now I cant get to it.
Tried a test on an offcut with Liquid nails and plumbing solvent glue but neither satisfactory.
So many types of sikaflex I will have to do some research first.
All the supplier could come up with was try Hydraseal, that black boggy stuff. Havnt seen it around for a while. I thought epoxys might be too brittle and not take the movement.
