Usually all you need to do is press your thumb firmly on the fan belt just past the water pump pulley to increase its grip while you move the fan. Temporarily overtightening it might help too but you're likely to forget to dial the tension back so not recommended. If you want to turn the engine over by the crank pulley just insert two bolts into the puller threads and use a lever such as a large screw driver. But the thumb trick mostly does it for me unless the engine is brand new and super tight.
