3 thou (ie. 3/1000") is less than 0.08mm. Not talking much. Oversize is just a way of tightening up the clearances on the stem to guide. If the valves are bent the guides might (?) be damaged also. Which may need a ream and next size up again? Or K-line any affected guides and get std-size stem valves for it? Many options.
