Dropped into Bunnings to grab some spray paint this arvo, and saw some police officers in a marked car.....so me being me, I approached them for some advice.
I asked them about limbs outside of vehicles. The nice young lady passenger told me you should not have limbs hanging out of windows for safety, and if so, it must not be any further out than the side mirrors. Only exception was for indicating if your tail lights were not operational. She even told me how to find the info on this....which I have read before hence me being a "smart arse" a few years back to a police officer (which was not intentional by the way, but I guess he felt I was).
I guess her interpretation was "or any other external portion of the vehicle".
But elbow resting on the window sill does not protrude beyond or through either....it's a pretty wide sill on the Disco.
From the WA road traffic act:
242. Body or limbs protruding from vehicles
(1) A person while driving, or travelling in or on, a motor vehicle shall not permit any part of his or her body or limbs —
(a) to be upon or in contact with any external part of the vehicle; or
(b) to extend or protrude beyond or through any external door, window or other opening of the vehicle; or
(c) to extend or protrude beyond or hang over any side or the front, rear or any other external portion of the vehicle.

Where I am I see many guys with their right arm out the window holding the roof down on the car, or hanging down to stop the drumming from the drivers door skin. A sideswipe and the right arm is lost!
For my sins I was a Pathology Courier for a while after my IT employer realised I was too old and a younger (read cheaper) employee could do my job and "suggested" I leave with a redundancy package. During my time as a courier one of the younger women who did home visits was smoking (against company policy) while driving and held her arm out of the car to minimise the smell of smoke in the car. She had a prang and lost her arm :( Despite knowing that it still didn't stop some of the guys from driving with their arms outside the car.Quote:

The WA rules do seem very strict. You would have to pull over and stop to adjust a side view mirror (if not for electric adjustable).
Seeing as though it's Bathurst today, this made me think of Brocky mostly driving with his arm perched on the window sill.
