If it's the same as NSW, it would be on conditional registration. This means it doesn't have to comply with ADRs, just a small set of conditions like indicators and lights.

Yes,there are a few items on the conditional licence.Daylight hours only,not allowed on major roads during peak hour except within roadworks signs,40kmh limit plus a few others I cant recall.
