Am I right in thinking that removing seats is fine if it is only temporary and the seats can be refitted, but becomes a legal issue if you modify the vehicle and make it impossible to reinstall the seats?

Yes, to remove them permanently you need to have it approved by your states authority (ie)NSW RMS in our case.
    Cheers Baz.

    Temporary Seat Removal

My seat removals are temporary. There are no structural modifications to the vehicle or the seats and or seat belts.

I noticed under the centre seat the carpet is covering soft plastic ducting for the AC system. A small plinth would be ideal for mounting the fridge.

Not in Victoria. (as per Vicroads website)
The seating capacity of the car is no longer noted on the rego papers.
Do they know if you have a 5 seater or a 7 seater ???

Does that include the removal of seat belts?

Removing, adding & replacing seats : VicRoads

Also, All seats must be securely anchored to the vehiclestructure and provided with seat belts as required by theapplicable Standards for Registration. VSI 21 provides asummary of the seat belt requirements. The seat framesand ttings must not have any sharp edges or protrusionsand the seat padding and upholstery should be designedto reduce injury to vehicle occupants in an impact.

So, If there is no seat then no seatbelt is required.

That bolt also snapped on my D4 creating an exhaust leak.

Are you sure? If the vehicle is still officially say a five-seater, then it would have to retain five seatbelts, even if some seats had been temporarily removed, since it has to be possible to return the vehicle to the specification built by the manufacturer. Isn't that right?
