I checked with them, they had the car for the day following the solenoid replacement and they told me that they went over everything in the car and checked all hoses etc. No issues there (apparently) - Note that this was done at no cost to me and they were actually a bit embarrassed that the code came up again. Can't fault their level of service. I even asked if it could be injector / fuel pump / filter related, or even transmission.
I agree with not having to do uneccessary work, and I (would like to) believe that the main focus of the dealer is to keep a happy customer for the long run rather than replace parts / do work that are is required. I've been servicing my D4 there for 3 years of D4 ownership. Maybe a bit naiive, but I trust that the dealer would not want to "S#%t in their own nest" so to speak. Changing a turbo "just for fun" also does not seem likely.
The other reason is that we are planning a trip for Christmas, and i need the car to be right, dont want to be stuck out bush trying to free a sticky actuator, replacing hoses or worse, having to get towed ~700km home.

Sorry, but I'm not fully up to speed with which particlular turbo model / p/n is fitted to my MY11 D4 3.0 SDV6 SE.
When I get the specs for the replacement I will post them here.
D4 Sticking secondary turbo actuator
OK, firstly HNY to all, hope you had a safe and enjoyable break.
Finally got the D4 back after several more "restricted performance" error codes. I'm led to believe by LR that all the reported error codes were related to Boost pressure and air flow. Apart from replacing the Secondary turbo, LR also replaced the lower intercooler hose, and later the air control valve, as this was found to be sticking and working intermittently, all replaced under warranty.
Car is now running fine. Upon checking out the car back at LR last Tuesday, all codes related to air flow, and following a complete system air pressure check (no issues reported) now appears to be A-OK. Has not faulted again, maintains speed under normal throttle and cruise control speed and fuel economy is back to normal.
The turbo that came off the car is a Garrett GT17V AX20-6K682-CA. The link rod is a one piece stainless rod with clevis's at both ends, not adjustable like the one in Scott's photo. The clevis ends appear to be removable from the pins on the turbo actuator armatures via circlip springs.
I have not been able to move the actuator by hand. I have not had the time to check out the new one as fitted, however I understand that the new turbo now has the redesigned linkage. in any case, the secondary actuates smoothly.
Will be keeping a close eye on how she runs over the next few weeks, next service due in March.

I also had LR check how clean the inlet tract is, they confirmed it was all OK. The issue was the secondary air actuator valve was sticking intermittently, hence 1 fault after say 20km and the next after 600km of driving. As I said LR reported all fault codes are / were related to boost pressure / air flow control.
BTW the air valve replacement is about A$1200.
At partial throttle and on CC it felt like a fuelling issue to me (dirty injector(s) etc.) Car would slow, then surge and repeat several times before faulting.
A bottle of REPCO DIESEL injector cleaner (this was all that was available at the servo) has also seemed to help - may do that again in the next tank of diesel.
My suggestion would be to get LR / your mechanic to do an air system pressure check, this may locate an air leak past the actuator valve and perhaps identify any other air system leaks. On mine the lower hose into the intercooler was also replaced, this was found to be rubbing on something (LR did not state what) and had nearly worn through.
I would also suggest an injector function test, plus fuel system check.
BTW - its been a week and no issues (yet)
