The early models don't seem to have the problem it's the later euro vehicles that do. What model vehicle is he testing on, would like to know. I have found If I am away and towing there is little to no build up in the electronic throttle body, but when at home doing short trips this causes a build of sludge up vey quickly. So before I do a trip I remove the electronic throttle body give it a clean and it's right for the trip.

The throttle body is the y unit it connects on either side to the EGR's I clean the Map sensor and the body. Simple job but very dirty job. The pipes that connect to the body from the EGR'S inside the body can become just about blocked from sludge so that the system struggles to works. So you need to clean the throttle body. I have had the y section with a build up of 3mm of sludge covering the inside of the unit as well as the MAP sensor with a pinhole of space into the sensor
