I'd be inclined to rotate the new tyres to the front when you weren't towing (or expecting to be towing), swap them to the rears when you're expecting to do a big tow trip and change the older tyres at the same time.
Tyres are unidirectional/omnidirectional, so should not need rim swapping/reversal, but a good point for those with directional tyres.
New tyres on the front for non towing duties makes sense for better braking. Looks like the jack and tyre spanner will be getting some workouts.
