With Bi-Xenons/HIDs the shutter is needed as the HIDS take too long to light up to use with Hi beam - hence the shutter as the HID globe is on all the time while the lights are on and the shutter moves to provide hi/lo beam and the halogen infill provides the flash function.
On an all halogen fitted vehicle there is no need for a shutter as low beam is provided by the outer light and high beam provided by the inner light.
I would be interested to hear from any other D3/D4/L320 owners who have shutters with halogen globes as originally fitted as I have not heard or seen this before - have been know to be wrong before.
