    I had a car previously, that when engine was off, but the indicator stalk still set to indicate, the corresponding direction's park lights (only) would stay on. I assumed this was a hazard warning thing, where the little light shows the car's location on super narrow streets or something?

    Yes, I think you're right. A very European thing that you see all the time over there. It looks odd when you see it here, but makes sense.
