Do you have LR scan tool like IIDTool or something you can pull the codes? This would be my first port of call.
G'day Gentlemen of the Brains Trust.
The panel below the two central vents on the dash is not working at all, save the parking light/sensors and the height control lights.
The temperature control, heated seats, DSC, fan speed and front and rear heater demister. The rear seat fan is running full bore and can not be turned off by switch. I have removed most of the fuzes in the glovebox for no success, can anyone point my nose in the right direction.

If there is no success removing fuses, then I'd suggest looking at earth's... No idea where they are for that!
You aren't getting water into the fuse box are you? And no one has mucked about with the fuse box adding extra relays?
nobody has been messing with the fuses or relays, just driving up the driveway front air went off and rear air blower up to full bore. I have had no problems with water entering the fuses.
I'll have to read up on the GAP IID tool to be able to read the codes.
Try a hard reset . You know!
Disconnect battery, touch cables together etc.
You say there is a blower fan running? The "Final Stage Resistor" or FSR (manual calls it the "blower fan control module) is what controls the fan speed. It has a permanent 12V supply and the AC ECU provides a signal wire (2-5v) telling it what fan speed to run. If the FSR has failed it will either run the fan and not turn off - or no fan at all....
There is an FSR for the front blower fan located above the drivers' footwell, and one for the rear seat blower fan in the center console.
If you have a fan going full stick - Job #1 is unplug the FSR. it may be shorting the signal wire from the ECU causing funny stuff.

below is from RAVE manual for 02-05. It's the same, but the FSR is called "Output Stage" in this document. 02-05 have a different control panel (thumb dial vs rotary dial), but the system works the same.
