I don't know the first thing about D5s, but I do know that any mobile phone with signal and charge will call emergency services on 112, regardless of whether they have a contract or even a SIM. This is law here, AFAIK. They will even do this when locked, I believe, though I'm not sure how one would access the keypad on a locked iPhone or Galaxy.

For iPhone...press the home key and the keypad pops up, bottom left is emergency, press this and phone keypad pops up.

Not sure on the masters iPhone with no home key.

Same thing on the iPhones without home button, it tries to identify first via Face ID (if activated) and when it can't it pops up the same keypad screen, with emergency calls bottom left.
