Removing LPG from Gas tank??? Is there a way?

Im taking the engine and gearbox out of my Rover SD1 which runs straight gas through a Gas research throttle body.My problem is i think i may have a leak The tank is 100 litres and is at half on the gauge.I turned the gas tank valve to off so the only gas left was in the line. This is where my problem started.
I let the remaining gas out slowly from the connector near the convertor.Which took a few goes.Once all the gas was expelled i took the manifold off and all associated bits. When i checked the rear of the car where the gas tank is, the line to the tank and the on and off valve were a little frozen over. And i also noticed some gas or fumes slowly coming from the end of the line which i just took off.I put the line back on to the convertor and gave the on and off valve a wipe and it hasnt frozen over again
But i did notice when i loosen the line that there was a build up of gas in there again.
So what do i do from here? Is there someone who can empty the tank out while that tank is still in the car? Besides the fire brigade. Im taking the whole system out because i wont be needing it anymore but this has me a little worried. Its not leaking any gas once its connected to the convertor near the throttle body because the same amount of gas has been in there for well over 4 years according to the gas tank gauge.Any help would be great.
    Thanks
    Chris

The quickest method for plugging the tank outlet is to snip off the copper pipe to the engine about 150mm from the valve at the tank. Take this piece to a bench vice etc, hammer the pipe flat, fold it over at the end, hammer flat, do this again 2-3 times, refit the copper pipe end to the tank. Then the tank won't leak any more. Depending on where in Melb you are you could ring Advanced cylinder Testing, 0433 804 653 and they can dispose of the tank for you or advise further if you want to keep it. They are at Fern Tree Gully.
