PT style Cummins engines - Like the VT190 don't use glow plugs. Some have a preheater in the inlet, but a PT engine will start down near zero Celsius without preheating, so most Australian variants didn't have much in the way of pre heating. The US version - the V504 and the later VT555 variants had some form of pre heating, but still no glow plugs.
No offence to the OP, but these weren't the greatest engine Cummins ever built, and there aren't too many left on the road these days.
The current model K50 - which has basically the same type of fuel system (but is a 50 litre V16, not a V8 truck motor), starts well below zero without assistance, but smokes like a bitch until they warm up...
It's an old thread, but my guess is if the injectors were ok, then a cross head may have gone out of adjustment.
