In Qld, including ctp, 7-8 is $980 ish, up to 4 cylinder is $680 and 5-6 splits the difference, hence I'm looking at a 4 if I can get it.

I wouldn't let $150 a year dominate my engine choice.
I'll raise a few hackles with this, but I think a Nissan ZD30 (yes electronic control) would be an excellent mid size 4 cyl candidate. But it will need a full custom tune and better turbo.
The TD5 has a much stronger bottom end than the 2.8's. Serg (uninformed) has had a terrible run with his 2.8.
I understand where you are coming from, the difference between 4 and 6 isn't that great, it's just $150 I don't have to pay the government if I can get a 4.
ZD30 as an option, interesting thing is my experience is the exact opposite of yours, a good mate of mine has a Patrol with the ZD30, he pulled away from a set of lights and between 1st and 2nd it went bang, we did a fair bit of the work ourselves but it still set him back $5500 to fix it, conversely my tgv engine has been my daily driver for over a year and has never given me an ounce of trouble,
I know you are expecting some abuse but the ZD30 is actually quite a good option, trouble is because they do go wrong, running ones do fetch a fair premium, and I have not had any issues with the tgv, suppose it's a personal choice thing.
TD5 is a good option and I will still be considering that when the time comes, another good solid land rover diesel, again it's going to come down to availability and compatability, not sure in which order.
The ZD30 problems are, in my opinion, factory tuning. I think they run too hot and too rich. Providing more boost will lower the EGT and should stop them blowing holes in pistons.
I'd expect your mates one was on it's last legs from prior when it finally went bang. An old work mates fishing mate had one go bang, but it was going extremely well before hand (as in damn near run-away levels of power). he just finished passing a line of cars while towing a boat when it went.
But the extra difficulty in adapters make the bolt-up landrover engines a more logical choice.
His example was bought from a mate who had the money to maintain it and he did the same, think it's all about the computers with the ZD30, he now has a manual boost controller, lots of gauges and by his own admission is now hoping for the best. From what I've heard from the Patrol forum it's an almost random problem, later motors are much better though.
If it's going to be a small electronic diesel I think the td5 would be the go, me personally, I just like the tgv engine, but as I said, I have never had a problem with mine. What kind of issues have others had with them to prompt your reaction, I thought they had quite a good reputation?
totally agree with dougal, the zd30 is a well designed and efficient 4 cyl, with serious tuning and engine management issues that cause its demise. if you were to run a td5 at 900 to 1000 degree egt's (yes i have measured zd30 upstream temps...) then it, too, would self destruct!

Zd30! You'd have to have rocks in your head
They die even when pyro, boost, Dawes valve equipped
Iload engine and auto trans could be an option, from people I've spoken with, they have few issues
The zd30 is a 16v direct injection td27. It is a very solid and we'll built motor which breathes well and has excellent power potential. The problems they have are all caused by the factory tune. Most of the people trying to fix the problem are reducing boost, which pushes egt even higher.
What ancillaries? The alternator?
Why do you think the td5 is a bad idea.
