According to the RAVE version I have, vehicles up to MY 99 had ABS as standard but 2 wheel TC was optional. From MY99 onwards, ABS and 4 wheel TC were standard. In regard to pre-MY99, the description is ambiguous in that it says the C-series ecu for the ABS has one connector and includes the "optional" TC facility. This implies that the 2 wheel TC option needs to be connected because all the rest of it is there. I am not sure but it may be as simple as "turning it on" in the options provided by the LR Testbook or a Faultmate.
Someone with a faultmate for a pre-99 P38 may be able to enlighten as to whether this is an option
There's a publication many old hands know of called Microcat ( Landrovers version). It lists every part etc and the assembly line configuration of every LR to leave Solihull up to the date of publication...it's regularly updated on subscription to LR dealers only...but there are older versions out in cyberspace... if you were able to search this publication it will tell you the manufacturing history etc of your vehicle, the intended market, standard and optional features as it left the factory.
The ETM (electrical section of RAVE) has all the circuits. You'd need to trace the various circuits to see whether the TC option is there...or test for it in the snow 
A general net search on how to connect/activate 2 wheel TC may shed some new info.
