Well, you could try to fake it till you make it
Carefully disconnect the arms of the sensors from their respective rubber blocks, I suggest greasing them up with some wd40 or something, and tie them up as if they were in the bottom position. You should be able to read the heights with that tool you got. Hope fully the car will understand the new readings and reset accordingly. This is a bit of a long shot so be careful that the system does not try to inflate the bags even further. Alternatively you can extend the sensor even further but at some point they will go out of range and that should give an error as well. With a bit of luck the car will lower itself to the bumpstops.
Does you tool allow for resetting fault codes? It might be worth a try and even needed I think when you move the EAS system out of sensor range (if my memory serves).
In any case, the eas system only knows that it's stuck from those 4 sensors so that is where to look.
