In Victoria the onus is on the particular Club.

Responsibilities and obligations of club permit holdersHide

    Club permit holders must:

    • Ensure that the vehicle is only used for private use and is not used for commercial use
    • Ensure they are familiar with their particular club’s requirements for club permit holders
    • Ensure they are familiar with the log book requirements
    • Maintain their vehicles in a manner which ensures that the vehicle is in a “safe” condition for use on a highway
    • Present their vehicle for periodic safety checks if prescribed by their club, or in the case of street rods, if prescribed by the Australian Street Rod Federation
    • Maintain financial membership of the club at all times whilst holding a club permit
    • Ensure that the log book and permit is carried in the vehicle at all times the vehicle is in use
    • Ensure that the number plate(s) and windscreen label as issued by us are correctly displayed on the vehicle at all times when the vehicle is in use.

Unusually for Victoria, this seems to be a fairly lenient scheme, as it allows the owner of a heavily modified VH Commodore the same access as the owner of a 1924 20HP Rolls Royce. I don't say that that is a bad thing, I just think it is very unusual for VicRoads.

Yep, but as Lockee says, it's not on Historic rego, it's on Modified rego for vehicles over 25 years old - no leniency required - it's fully engineered to be able to get those plates. Note the number - very low (although I don't know how long it's been registered like this) whereas the H Regso are up to 80,000 now.

The modified VH example is now technically illegal on H rego and it was dicks doing this sort of thing that led to the crackdown on clubs and historic reg by VicRoads - which has been a good thing IMO for those of us that know how to follow the rules. Old mate in his modified VH would have no chance now of getting H reg if he tried now as it needs a current Vic RWC to do this so he'd need engineering and a VASS certificate to put it on M plates. The ownus has been removed from clubs for this very reason. Also, any vehicle put on H reg now must have photos filed with their club to show what condition, engine, tyre combination, etc was on the vehicle at the time of the RWC and VicRoads can ask for these pics at any time from any club if they believe a car has been modified after rego. If it has been found to be modified, the rego is cancelled and the club could be struck off the approved register which would mean new RWC for everyone else to join another club - VicRoads take this very seriously now and our club (I'm an authorised officer) take it very seriously and don't bend the rules at all as the consequences will effect everyone.

The guy in the 1924 Roller would be on different plates again - V plates for Vintage cars over 75 years old - no RWC required for these.

Sorry for the hijack Lockee - the Ute looks great.
If you need to contact me please email [email protected] - thanks - Gav.
