He would solve by taking several mouthfuls of water and spitting it out as a stream directed onto the fuel lines. This would happen to him frequently. So how about testing if the same resolves your issue and if it does the simply rig up a windscreen washer bottle and motor to direct water onto the fuel pump and lines?
Otherwise maybe a Dakar trick of wrapping all the lines in insulation foil or the other of blowing into the breather pipe to pressurise the fuel tank. (I think the latter is to stop fuel actually boiling in the tank, so maybe not applicable for your issue).
