That engine number looks to me like a number assigned by NSW police in the case that a valid engine number could not be found, but investigation did not show any funny business.
These numbers were prefixed by a letter designating the state (N,V,Q,S,W,T etc), and suffixed by the letter 'P'. I don't know whether the system is still in place, but I encountered it in 1971 in Victoria when I moved from Qld, and the engine number was unacceptable because it was only on a plate rivetted to the engine (Citroen ID), and again with the chassis number on my Landrover 2a when I moved it from Victoria to my farm in NSW in 1991 and the RTA could not find the number stamped on the chassis.
