They were made for the UK military who wanted on-base vehicles that their policies required to be 2WD. They went this way for commonality of parts etc with their wider fleet of 4WD landies. They were actually more expensive than the 4WD variants, but that is military bureaucracy for you!

Yes. There was a small fleet of them made for the UK military, and I think there were also some made for the Dutch. Most were converted to 4x4 either in service, or before being sold out of service.
The front axle housing was replaced with a simple tube, but fitted with standard balls and swivel housings, with a stub axle equipped with a thrower to lubricate the top swivel, and a few bits left out of the transfer case. Otherwise completely standard.
