I suggest you haunt local clearing sales - belt driven pumps come up from time to time, and are usually dirt cheap. Same for belts. Also, you should be able to find at these sales any number of flat belt pulleys going for scrap value - could be worth trying a local scrap metal merchant. If you get a pulley, probably wants to be about the same size as the one on your PTO, you can then fit it to practically any pump, although most will require an additional bearing to stand the side load.
If you can make contact with local landholders it is likely you can find pump and pulley for scrap prices. 
Belt driven pumps used to be commonplace, but were largely replaced by combined aircooled motor/pump units or electric pumps starting around forty years ago. A lot of places will still have the old pumps, although they are likely to need a bit of work.
