I under stand what you are saying Tony.
With a hole that size its a great opportunity to clean out all the loose rust inside. I did mine from the front using a length of conduit attached to the vacuum cleaner and afterwards sprayed the inside with a product called EXTROL. It totally seals the surface and is impervious to air. 2 coats is sufficient to seal the metal.
For spraying inside I used long length of hard 10mm PVC pipe attached to a degreasing type spray gun, bought a small brass spray head that had minute holes in the side around the circumference and also in the end. Also used it to also do the chassis rails on my old Daimler Mk2. It drips everywhere and if you catch it in tines it can be reused.
Good luck, keep up the good work
    Peter

my method is get that green scour cloth and put that on the sander go over the area with that for a while then put the paint stripper on and leave it there for about 15 minutes and then hit it with the sander for a while then just put paint stripper on the bits that are left.is alot better then a scraper and doesnt leave and scratches in it and using the cloth and sander brings it up nice and smooth and it can also go over bumpy stuff i gave the gal capping on top a go with just the sander and cloth and it brings it up awesome specially the rivets
