Not standard indicator setup , thats for sure. Looks like someone has had a play before.
They nearly always had a TexMagna indicator control on the steering colume with a rubber wheel running on the steering wheel base for the autocancel system. However I suspect yours may be of a vintage before indicators became mandatory.

that indicator lever originally had a lamp and I think the cover was green screwed onto the end, that is what is missing, so I guess the previous owner set up those lamps on the Perspex sheet because the lamp in the stalk was broken.
your steering column looks like it has been fitted with this device as it would have been in other early motors of the time when blinkers were first appearing.
I know I have owned a car with this type of blinker lever, but dammed if I can remember which one it was, but 55 Hillman seems to pop up.
