Why not just register as a sedan - I am thinnking here something the equivalent to a two door 5 seat BMW convertible. You can have the top down and have people sitting in the back, top up like a normal car - seats in use or not.
Same with a series - top down, passengers in the back seats, top up the same.
My Haflinger was on full registration in Tas and is a 4 seater - was registered as a Haflinger Tray - I see Tray is not on your list of options yet that is what my rego docs say.
Here in the ACT it is termed a Light Truck as is my 101 - 2 tonne difference in weights.
While the prudent this was to go and ask the authorities about this, often it is better to present the vehicle and take it from there - eg soft top and seats in the back.
