    Maybe, but that would affect both shoes not just one.

    The adjusters are in different positions for the leading & trailing shoes so maybe it would only affect one.

    I had a lot of problems with a 2A rear brakes, i finally checked the rubber hose and it was blocked and only letting through a small amount of fluid.
    Have you replaced the rubber brake lines ? The rubber lines can flex and give a crokk pedal as well.
    The only way i can bleed the brakes successfully after new cylinders is to adjust all the brakes to lock the drums up and then bleed the system. ONce bled go around then and readjust each wheel to a slight amount of drag.
