Olympic Steeltreks were used for years on army Landrovers (on well based rims) and I have used them on my 109 for years. Although not labelled with a ply rating on the tyres I have, most of the references I have found quickly on line refer to them as 10ply*.
This being the case it seems that ten ply at least is quite feasible.
*Ply rating for radial tyres is really an arbitrary number used by the manufacturer to describe its stiffness compared to a crossply tyre where it represents the actual number of layers in the tyre carcass. (A radial tyre has additional, usually different, layers under the tread compared to the sidewalls.) Hence you need to compare ply ratings from different manufacturers with caution when talking about radial tyres.
