Couldn't be harder than 50+ year old originals.
I did look at some of these online but when you turned them over they had recesses in the bottom.
Hopefully there is enough room to increase the diameter of the recess for the washer & screw head.
Interested to hear what they are like when they turn up.

They don't have to be soft - the tyre provides the 'spring', all they are for is to stop the tyre rubbing the paint off.

Made some buffers down the local woodwork club tonight.
The rubber & cork strip was easiest to work with, problem was the turning tool had to be sharpened regularly.
Made a jig for centering on the drill press for cutting the recess, box of washers $6, turned up some parts to grip the rubber between centres on the lathe.

The turned finish isn't superb but at the end of the day it will be almost hidden by the spare wheel.
I did find some very large door stops in Bunnings, slightly more difficult to turn (at least the Clark Rubber material was the correct thickness). Hole in the centre is a bit large.
Here is the large door stop, one turned, turned rubber strip, turned strip with washer fitted and an original

My only concern is that the rubber strip has been bulked out with what looks like cork dust, I'll have to see how they last.

These are going to work great. They are hard rubber not plastic. recessed in top, bottom is completely flat. Just need to get some suitable bolts/nuts
$13 for all 4 :):)
I've just been looking at this myself. Look at these two eBay listings (one being the product Ben linked to) and tell me that they're not the same thing......

The "spare wheel buffers" include the bolts, but I'm fairly sure I could buy 4 bolts and nuts etc. for less than the $68 difference in price!
