Does the panel switch controlling instrument lights?
Do you know what number on the diagram the warning choke light? The choke light is ON when I switch on the panel light and there is a bulb alway ON when I put the key can move position 1.

I have a slightly different wiring diagram to you, also mine is a diesel so I may be wrong with some of the following :-
On the diagram the headlight switch powers the instrument (panel light) switch. If the lights aren't on there is no power to the dash lights.
When you turn the ignition on the choke light will come on if the choke is out or it could be the switch on the cable is stuck or needs adjustment.
The oil pressure light and ignition light will also come on until the engine is running.
