Are they military tail light guards?

The truck is currently undergoing a rebuild and we are quite curious about its build history. We think from previous searches it was originally a Civil Aviation Truck by way of PTO Winch, in built water tank, bracket on windscreen hinge, twin long range fuel tanks. However at some point it would seem to have had quite an extensive rebuild including a 2.25 3 Bearing Diesel, Sailsbury Diff, Detroit locker, 2B FC Rims and TLS front brakes. The guy we purchased it from in 2007 in turn purchased it from a Max Heinzel in North Sydney in 2003
Someone must have spent a lot of time and money kitting this at some stage and wonder if anyone has any recollection of it

The tail light guards are not diagnostic - I bought a pair of them (I can't remember where) for a trailer about twenty years ago.
The colour and the long range tanks etc could equally well be other Commonwealth departments/agencies as well as DCA, particularly BMR.
