Difficult to tell from the picture, but it looks as if the shackle is still too long.
However, there are three other possibilities.
- The springs have the wrong camber.
- This is the result of heavy duty rear springs, unloaded, and possibly standard or sagged front springs (or abnormal load at the front such as a diesel on petrol springs).
- The shackles were tightened before the vehicle weight was on them and it had been driven a short distance to settle the springs.
Other relatively unlikely possibilities could be badly repaired chassis or worn bushes on the front springs.
