In my experience the actual figure is not all that critical, although probably better on the higher side, as wear will inevitably decrease it.
I note that the S2a manual give 14 - 16lbs for the older cone type bearing but only 12-14 for the railko type, and I would be reluctant to go lower than this. Also, if you are using tyres wider than the standard ones, you might want to consider increasing the figure by another pound or two.
