Sounds like
The atmosphere valve. Even if the booster will hold vacuum, if no atmosphere can get to the other side of the diaphragm the booster will not do what it is supposed to. This is the easiest and least complicated thing to check. It is quite possible although it is a new booster that something may not have been assembled properly. Have had a couple over the years, my brother had a similar headache with his fj40. Atmosphere valve was in backward so when you applied the brakes they stayed on, the brake shop where he bought the booster tried to say there was nothing wrong, the service exchange items are often assembled by people who are not qualified tradespeople. So the odd one will go through that doesn't work properly.
Hope it is an easy fix and you get some enjoyment from your project, try not to stay angry at it.

oh yeah it was doing the same with the old one i replaced cause i thought is was no good..it was working fine then kerput..but the new one is doing the same thing...

Well i put another 1 & half bottles of brake fluid bleeding them again this morning...still the same ...so i thought i would take the grub screw out again while car was off & after pumping the brake pedal & you could still here it sucking air in as i undid it so it holding vacuum all the time even when it shouldnt..so i undid the master cyl & moved it forward then pumped the pedal & yes it still held the vacuum.....i now have know idea what so ever & getting more pstoff as i go,now i just want to take to it with me realy big hammer..cause i think that might be the only enjoyment i get outa the damn thing.....

Are the brakes locked on when the pedal is hard or do the brakes don't work at all??
The correct part no for the booster is STC1816 also the atmosphere valve is the non return valve on the front of the booster part no 18G8953L
As far as I know you should not have to turn the booster to make them fit

the booster i brought is the series 3 thats what all four x4 spears say cause i asked them heaps as it is differant to the one i took off ,same diameter but shorter front to back ..thats why i had to turn it round it no drama there,na the brakes arent locked on sort of feels like air in them when trying to stop & pedal is hard like no booster on them..

i brought this from a guy off ebay has heaps off parts all the time his name is garry & the card thingy in the box of parts was CLR or some thing like that he is down in or near the blue mountains..
new one.

Have you tried driving the car not fast but to see if you can get brake lock up??
A van I once had had the same problem as yours and it turned out to be the master cylinder piston was installed wrong but my brakes stayed on.
I am also guessing that you that you have also replaced all the brake lines and connections as well??
Lastly and a stupid one to ask but you did connect all the lines back up correctly??

yep everything is new ..& i am sure the pipes are the right way ..

If they bleed ok (pedal goes to the floor when bleeding) the only thing I can think of is the vacuum line is hooked to the wrong place or the one way valve is stuffed????
If the booster was no good you would have to pump the pedal when the engine was running to get a hard pedal.
But if you have a hard pedal all the time (even when engine is running and one way valve is out ) then the booster has to be checked (look or ask for part numbers)
