Probably a late Friday afternoon donk and the guy responsible for punching the numbers was looking
forward to knocking off for the weekend and was distracted.
One of the older members here on AULRO had a similar story to tell from his early days whilst working
at the Fisherman's Bend Holden engine plant.
Some would just take to it with a set of letter punches to minimise any stuffing around, or use the number
from a knackered engine block that will never be used again
Your local Registration Authority (NSW RMS) should be able to sort it for you and issue a number.
I have an early Holden red six engine here that has a number with the prefix "VP" on it, which means that
for some reason back in the day, the number was issued by Victoria Police.
Good luck.
Cheers, Mick.
