To stop the paint flaking off the bottom of your front bumper, simply run a length of duck tape along the lower edge and fold it over the top and bottom of the lip. This should stop it lifting and subsequent water ingress beneath it,causing the paint to flake off. Will also work for cross members beneath the vehicle.
