You can easily program it yourself. The software is freely available on the net and used to be on this site from memory. The programming cables can be bought on ebay for around $20.00.
So I've bought a second hand Icom IC400, and it is a very solid piece of kit! It turns on, can send/receive however none of the function keys work on the front of the radio (ie can't access any menus, scan etc). Is there a way of resetting this to factory (I think it may have come out of a mining vehicle) or does anyone know someone who can program these in Sydney?

As stated, software and cable needed. Only way to reset to standard 40/80ch uhf.
Icom do not like the software being available, but can be found.
Simplest way is to let an Icom dealer reload the standard uhf *.icf file.
5 min job, shouldn't cost a lot.
