I DO know that the large hole on the LHS is for the spare wheel access

They are not standard, someone has drilled 2 holes there side by side which makes it look like an elongated hole - for what purpose I don't know.

Its a mechano vehicle, maybe theres another couple of vehicles out there with matching holes and they get bolted together for utlra wide 8x8?

Congratulations, you have a Perentie that has been deployed overseas.
Google Perentie 4x4 cleaning instructions and you should find an ADF produced instruction for the cleaning of Perenties prior to AQIS inspection. Somewhere in there is an instruction to drill holes in that location to allow a pressure cleaner to access the area above the wiring protection plate rearward of the mudflaps.
