Yes but in my experience there are times when dogs just cannot resist instinctual urges.
I had a Black lab who was very intelligent, to the extent that when I had new white carpets laid all I had to do was say in a conversational voice "no Judy you can't come onto the carpet" for her never to put a foot on it.
At the other extreme , if she were not in when it came time to go to bed, I would invariably wake in the morning to rubbish from other houses strewn all over the yard. I would open the door and the dog would be lying there teeth chattering so loudly it could be heard 5 metres away, as she knew that she had done wrong but couldn't help it which to me showed a cognitive appreciation of right and wrong.
We asked the Vet what could be done to stop this behaviour and he replied "you tell me , I have two of them and they are the same" LOL.
Similarly when in season she was a Jezebel.
