It clips in with clips at the top and hinges at the bottom. There is no lever. Just pull the top of the panel under the steering column towards the seat.
What fell apart?
Is this panel meant to open , went to use what I thought was a lever but it fell apart as I touched it.

The panel is not designed to open on a day to day basis - it is held in via the standard panel clips - you just grab a top corner and pull until that clip comes away then to the other corner and so forth. You can guarantee you will loose the clips.
The lever you talked about is probably the crotch heater/cooler - it is a small vent attached to the climate control system to provide air to the drivers footwell. The louvre allows you to also heat/cool the family jewels if needed.

I saw the wording on the insert when I pulled it out, better get a new one so I don't cook me nuts.
Hoping there is enough room behind it to mount my remote head UHF base unit and put the head under the climate control panel.

Have a look at post#38 in the D4 electric brake sticky thread. You can see the panel removed and the clips in question. Your UHF is likely to fit but it is also pretty easy to put under passenger seat and run a cable along centre console hidden for the mic connection.
