I would think that it could be done by any competent, qualified, mechanic. Although finding one willing to do it might be a bit of a problem - likely to do better with an older one, who has not spent his entire career just replacing bits.
There is nothing special about setting it up compared to many other differentials, but the problem is that few general mechanics do this sort of work these days.
Hopefully some of the WA members here can recommend someone.
