Yes, the tub rests on the 'U's welded to the chassis on the inside of the chassis rails, but the rear of the tub is supported by the tabs, not the cross member. You can check exactly how much space there is by measuring the height of the holes in the tabs above the cross member and comparing it to the distance of the holes in the sill of the tub. And note that the holes are on a lip below the sill, so the actual bottom of the tub is even further above it. The gap between the top of the cross member and this lip is plenty for me to have the cable to my trailer socket running through the gap.
If you are putting bolts vertically through the crossmember, you should note that if carrying any load they must have compression struts inside the crossmember. The ideal way of managing this would be to have the holes larger than the bolt and a through pipe welded top and bottom.
