Hi Mike,
Could be bad news, but it does require more checking. If the brake pads have been changed, and the pistons have been pushed back in the calipers without clamping the brake lines and opening the bleeder, the process can push dirty fluid back into the ABS modulator. Goodbye modulator.
If it wasn't making any noise prior to the changeover, I would be asking the question. Probably prudent to get a second opinion ( or third ) before tackling your service agent.
